How to tweak the recall process? + Outgoing lawmaker honored

Members of the state Senate and Assembly gathered for a third and final joint hearing on Tuesday to discuss how the Legislature might tweak the state’s recall process. Much like the first two meetings, Democrats and analysts agreed there should be a change, but what exactly it looks like is still unclear.

State Sen. Josh Newman in early January introduced Senate Constitutional Amendment 6, which would require the lieutenant governor to take over in the event a governor is recalled. Recalled state constitutional officers would be replaced by the governor and subject to legislative confirmation, and state legislators would be replaced via special elections. Even if lawmakers want to change the process, doing so would require changing the California Constitution and a statewide vote.
